Wanted Parolee Allegedly Doing 90 Mph While DWI; Arrest – HOT SPRINGS

Hot Springs Police Officer Lowrey was patrolling around Dr. Martin Luther King Jr. Expressway on December 20 around 10:15pm and saw a vehicle allegedly traveling over the speed limit.

Ofc. Lowrey was driving 65mph and the vehicle passed him. Ofc. Lowrey paced the vehicle and found out they were allegedly traveling 90mph. Ofc. Lowrey activated his emergency lights to initiate a traffic stop and the vehicle took around a 1/2 mile to pull over.

The driver, Charles Hammon, 31, of Jersey Street in Conway, said he knew he was speeding. Hammon’s speech was slurred and his eyelids were drooping.

Ofc. Lowrey asked for Hammon’s license, registration, and insurance. Hammon handed his license to the female passenger in the car. The passenger picked up the license and handed the license and registration to Ofc. Lowrey. The passenger said the car didn’t have any insurance.

Ofc. Lowrey ran Hammon’s information and found that he had a suspended driver’s license, an active warrant out of Grant County, was on parole with a search waiver on file.

Ofc. Lowrey asked the passenger for her license to see if she could take charge of the vehicle. The passenger gave Ofc. Lowrey her license, he ran her information and found that she had a suspended driver’s license as well.

Ofc. Lowrey had Hammon exit the vehicle and asked him about drinking. Hammon denied drinking any alcohol. Ofc. Lowrey asked Hammon if he would pass a breathalyzer test and Hammon continued to deny drinking. Ofc. Lowrey took out his breathalyzer and Hammon said he wouldn’t blow into it. Ofc. Lowrey arrested Hammon for DWI.

Ofc. Lowrey returned to Hammon’s vehicle and asked the passenger how much they had to drink. She said she wasn’t sure and then kept changing her answer. She finally said they had two beers and four shots each. The passenger said they drank at a bar in Conway and were headed to Oaklawn Casino.

Hammon was transported to the Garland County Detention Center and refused to take the breathalyzer test.

Hammon is charged with DWI, Refusal To Submit To A Chemical Test, No Liability Insurance, Speeding More Than 15mph Over The Speed Limit, And Driving On A Suspended License. Bond was set at $1,000.
