All suspects are presumed innocent until determined guilty in court.

Hot Springs Police Officer First Class Murray reports that he was dispatched to the 800 block of Prospect Avenue May 13, 2021, around 8AM for the complaint of a disorderly person.

When this call went out, Officer Davis was in the area on another call and heard the commotion from OFC Murray’s call.  Off. Davis wrapped up what he was doing real quick and hopped on over to where the yelling was coming from.

Off. Davis arrived and made contact with the 3 complainants.  The suspect, later identified as Richard Thomas Sheeren, 67, of Fawn Street in Hot Springs, had already departed the area.

Richard Thomas Sheeren, 67, of Fawn Street in Hot Springs – Allegedly brushed a vehicle against a person and then flashed his no-no’s at everybody.

The complainants said that they got into an argument with the suspect over a parking issue.  The male complainant blocked the suspect’s vehicle and the front of the suspect’s vehicle drove by and brushed the male complainant.  The suspect parked, walked down the middle of Prospect Avenue, de-pants’ed himself and exposed his plumbing.

OFC Murray found Mr. Sheeren on Fawn Street.  He was only wearing a t-shirt and underwear.  Throughout their entire interaction, Mr. Sheeren spoke erratically and grabbed his plumbing.

Mr. Sheeren was arrested and transported to the Garland County Detention Center for processing.  He is charged with Felony Aggravated Assault and Disorderly Conduct with bond set at $3,000
