Theft Suspect Allegedly Found With Dope And A Needle; Felony Arrest – HOT SPRINGS

Hot Springs Police Officer J. Ugartechea reports the following:

On 09/09/19 at approximately 2139 hours, I Off. J. Ugartechea was responding to a clothing store in the 4400 block of Central Avenue in reference to a theft.

While en route, dispatch advised that the vehicle involved (2008 Cadillac CTS) had fled the area onto Lakeland Drive, and then onto Lake Hamilton Drive.

I Off. J. Ugartechea arrived in the area of Lake Hamilton Drive/Central Avenue, and observed the vehicle making a left turn onto Central Avenue.  I initiated a traffic stop on the vehicle at Grand Isle/Central Avenue, where the female passenger fled behind a business.

I ordered the driver back to me and with assistance of other officers, was able to place him into custody without incident.

Devin Palmer Shemaitis, 32, of Country View Trail in Pearcy – allegedly found with a needle, dope, and a marijuana grinder in his car after leaving the scene of a theft.

Inside the vehicle in plain view, a syringe containing a brown liquid, a plastic bag containing a crystal like substance (0.6 grams), and a blue diamond grinder containing marijuana residue was located.

Mr. Shemaitis was arrested and transported to the Garland County Detention Center for processing.  He is charged with Felony Possession Of A Controlled Substance and Possession Of Drug Paraphernalia x2, with a bond amount totaling $4,500.
