Terroristic Threats Against HSPD Officer – HOT SPRINGS

A Hot Springs Police Corporal was dispatched to the 100 block of Pakis Road last week to investigate complaints of a disorderly male suspect outside Outback Steak House yelling obscenities at other customers. The suspect, identified as Todd Manning, 49 (W/M) of Mountain Pine, allegedly had a strong smell of alcohol on his breath and was slurring his speech. Manning was placed in custody and handcuffed.

While en route to the Garland County Detention Center, Manning allegedly became agitated with the corporal and began cursing at him and making threats against him and his family. He allegedly stated that when he got out of jail he would hunt down this corporal and kill him, saying “All I’ve got to do is sit here six hours and walk all the way home just to fucking know I’m gonna kill you”.  “You got six hours to live.” “You’re a fucking dead man…you white trash piece of shit.”

According to the report, HSPD body mic and video was rolling during the entire contact.

Upon arrival at GCDC, Mr. Manning was allegedly unwilling to cooperate with the corporal in completing the booking process and refused to sign anything.  Manning was charged with Terroristic Threatening 1st Degree and Public Intoxication.
