Hot Springs Police Officer 1st Class Z. Brown reports the following:
At about 1607 hours on 09/07/19, I, OFC Z. Brown #124, responded to Country Inn, 4307 Central, to what was initially called in as a fight.
A 911 caller stated a shirtless white male was on scene during the bike rally and was attempting to hotwire a motorcycle. Dispatch was contacted again with updated information – a large group of bikers had detained the individual they believed was attempting to steal the bike.
Upon my arrival, several people pointed out the suspect, identified as Jason Chapman.
Chapman was seated in the common area outside the front door of the hotel. Upon contact with Chapman, I observed him to be unsteady on his feet and smelled of intoxicants (beer). Chapman stated he had been drinking, and later stated he’d used methamphetamine in the past 48 hours.
Witnesses stated Chapman had been seen in the area sitting on several motorcycles and fidgeting with a multi-tool. When asked about this behavior, Chapman stated that his friend told him to go into the parking lot and sit on his red Harley-Davidson. Chapman said he didn’t realize he was sitting on the wrong motorcycle.
I made contact with the victim, the owner of a red Harley that Chapman was seen fidgeting with. The victim and a witness saw Chapman with a tool seated on the motorcycle. As Chapman sat on the bike, he dropped the tool on the paint and caused scratches to the red paint. According to the victim, this damage can only be repaired by having the entire area re-painted, which will cost a minimum of $1,000.00.
Chapman was placed into custody for Criminal Mischief (D Fel) and Public Intoxication, with a bond amount totaling $3,000. Handcuffs were checked for fit and double locked. He was transported to the Garland County Detention Center for processing. Custody was without incident.
