Hot Springs Police Officer Davis reports the following:
On 07/25/19 at approximately 0215 I, Off Davis 141 attempted to conduct a traffic stop, on a silver Mazda passenger, car displaying temporary tags, for running stop sign at the intersection of West St. Louis and 3rd Street. After initiating my lights the silver Mazda sped up refusing to stop, so I then initiated my siren. After a short vehicle pursuit the driver of the vehicle a B/M jumped out of the vehicle while it was still in motion, at the intersection of 3rd and Oakwood.
The driver then took off on foot down Oakwood towards Bell Street. I Off Davis 141 pursued the suspect on foot, and after a brief pursuit I apprehended the suspect at the intersection of Bell Street and Oakwood. The suspect was identified as OV Thomas.
Incident to arrest a vehicle search was conducted. Inside the vehicle in the front seat a yellowish colored glass pipe, with burn marks on one end was located. The pipe also contained small amounts of residue. This type of pipe is consistent with one that is used to smoke methamphetamine. Thomas admitted to smoking Meth approximately 6 hours prior to the incident.
After Thomas exited the vehicle, to flee it continued to roll coming to a stop on a road sign at the intersection of 3rd Street and Oakwood.
Thomas was arrested fo Felony Fleeing In A Vehicle, due to the fact he had two passengers, and jumped from a moving vehicle causing damage to a road-sign. Thomas was also charged with Felony Possession Of Drug Paraphernalia, Criminal Mischief 2nd Degree, and Fleeing On Foot. Thomas was also issued a citation for several traffic related charges. He was transported to Garland County Detention Center for booking.
