Hot Springs Police Officer 1st Class Stone reports the following:
On 07/30/19 at approximately 0346 hours I, OFC. Stone #120 observed two (2) suspicious white males in the 1900 block of Central Ave. One white male, later identified at Mark Thoms was riding bike in the roadway with no flashing lights on the bicycle.
Thoms had a box with several items inside on top of his handle bars. I made contact with Thoms, who initially identified himself as ((the incorrect person)). An ACIC check came back with a negative result. Thoms then stated he was from Washington and another check came back negative.
After several attempts to identify Thoms, he was detained. A driver’s license was located and an ACIC check revealed that Thoms had an active Parole Violation (absconder) warrant PB (19007165).
Thoms was then placed into custody, handcuffs checked for fit and double locked.
Thoms was read his rights by HSPD Off. Ugartechea #177 on scene.
I then searched his property for any weapons and located a glass pipe with residue and a small clear plastic baggie with approximately (1) gram of crystal like substance. The crystal like substance was field tested and came back positive for the presumptive identification of methamphetamines. Due to my training and experience the glass pipe is known for the use of methamphetamines.
Thoms was transported to the Garland County Detention Center without further incident and charged with Felony Possession Of A Controlled Substance, Felony Possession Of Drug Paraphernalia and Felony Parole Violation with a bond amount totaling $0 and a Parole Hold placed.
