All suspects are presumed innocent until determined guilty in court.

Hot Springs Police Corporal Kenny May reports the following:

On 08/16/19 at approximately 0150 hours, I (Cpl. Kenny May #131) was traveling southbound on Charteroak Street, approaching West Belding Street.  I observed an orange 2004 Chevrolet Avalanche that was stationary but running with its headlights on.  It was illegally positioned facing northbound in the southbound lane of Charteroak St.  I then discovered that the license plate number expired in June of 2019.

I made contact with the driver/sole occupant (Shawn Jasper).

Shawn Wayne Jasper, 49, of Diamond Drive in Garland County – allegedly found parked illegally with meth just after midnight.

HSPD dispatch advised that Jasper had a valid Failure to Appear warrant through the Garland County Sheriff’s Office and that they wanted him brought in.

Jasper advised that he did not have anyone on scene that he trusted to leave his vehicle with.  At that time, we requested the vehicle be towed.

During a tow inventory, officers located a red metal tin between the driver’s seat and center console.  Inside the tin was .4 grams of marijuana and .8 grams of a crystalline substance that was field-tested and showed a positive reaction for the presumptive identification of methamphetamine.  Jasper confirmed that he was not a Medical Marijuana card holder.

Mr. Jasper was arrested and transported to the Garland County Detention Center for processing.  He is charged with Felony Possession Of A Controlled Substance and Possession Of A Controlled Substance, with a bond amount totaling $3,500.
