Alleged: Wanted Person Flees From Trooper During Traffic Stop; Arrest – GARLAND COUNTY

All suspects are presumed innocent until determined guilty in court.

Arkansas State Police Trooper First Class Wingo was patrolling Highway 70 East in the area of Bartee Trail yesterday afternoon when he found a maroon Dodge Ram Truck traveling on the public highway with a license plate that did not return to the vehicle it was being displayed on.

TFC Wingo turned on the blue lights.  The suspect vehicle pulled onto the shoulder of the highway and stopped.  As TFC Wingo was in the process of making contact with the driver of the truck, an occupant of the truck jumped out and ran North towards the tree line.

A witness at the scene told me that the trooper chased the suspect on foot.  The suspect fell down a time or 2.  TFC Wingo caught up to the suspect and arrested him.  The suspect, Billy Ray Waters, 34, of 12th Street in Paron, was determined to be wanted out of Saline County on an outstanding arrest warrant(s).

ASP TFC Sheldon arrived quickly to assist.  The troopers confiscated the incorrect license plate and made the driver of the truck get the child safety seat out of the bed of the truck and install it so the child passenger could remain in the truck as it was allowed to leave the scene.  Any possible charges relating to passenger restraints and license plates are unknown to me.

Mr. Waters was transported to the Garland County Detention Center for processing.  He is charged with Fleeing On Foot and Obstruction Of Governmental Operations with a bond amount totaling $1,000 and a hold placed for Saline County.
