All suspects are presumed innocent until determined guilty in court.
Hot Springs Police Officer Ward reports that while patrolling the 2000 block of Central Ave he saw a man operating a Yamaha scooter with no safety goggles or glasses at approximately 12:45am on August 12th, 2020.
Off. Ward hit the blue lights and conducted a traffic stop on the scooter at the intersection of Alcorn Street and Central Avenue. As Off. Ward exited his patrol car, the rider, George Smith, 45, of Carson Street in Hot Springs, got off his scooter and started reaching in his pockets. Parolee Smith was ordered to take his hands out of his pockets. He allegedly pulled a small plastic bag out of pocket and threw it on the ground.
A silver SUV pulled up to the scene and stopped next to Off. Ward’s patrol car. Parolee Smith allegedly started walking towards the SUV in a possible attempt to run. Off. Ward ordered Parolee Smith to stop and sit down and he continued walking. At that time, Off. Ward drew his taser and again ordered Parolee Smith to get on the ground and he complied. The SUV then pulled up approximately 30 yards and stopped again. Parolee Smith refused to tell Off. Ward who was in the SUV so additional officers were called for back up. Once back up arrived, Parolee Smith was detained.
A check of Parolee Smith’s pertinents revealed that he was an active parolee with a suspended driver’s license and a valid search waiver on file.
Officers located the small plastic bag that Parolee Smith had thrown down. It contained a white crystalline substance. A field test of the white crystalline substance was conducted and tested positive for methamphetamine (approximately 2 grams).
Officers conducted a search of Parolee Smith’s person and located a second plastic bag containing a green leafy substance believed to be marijuana (approximately 2.5 grams).
Parolee Smith was arrested and transported to the Garland County Detention Center for processing. He is charged with Felony Possession Of A Schedule I or II Controlled Substance, Possession Of A Schedule VI Controlled Substance, and was issued a traffic citation. Bond was initially set at $4,500.
According to Parolee Smith’s booking card, while at the jail, he was also charged with Failure To Pay Child Support, with a cash only bond set at $12,673.62.
