On December 11 around 10:05 pm, Officer Savage of the Hot Springs Police Department was patrolling around Golf Links Road and Seneca Street when he saw a sliver car driving recklessly.
The car swerved twice and Savage activated his recording device. The video captured the car hitting a curb and continued driving on a flat tire.
Savage attempted a traffic stop and the vehicle continued to drive. The suspect finally pulled it over in a parking lot at Oaklawn on Central Avenue.
The driver, Brian Blackburn, 54, of Baron Street in Hot Springs, had blood shot watery eyes and smelled strongly of intoxicants.
Savage asked Blackburn for his license and registration. Blackburn fumbled around the car and couldn’t find either. Savage asked Blackburn to step out of the car and Blackburn stumbled out of the vehicle.
Blackburn stated he had about six beers to drink.
Officer Nunez arrived on scene and Savage briefed him on the situation. Nunez asked Blackburn if he had anything to drink and he replied two beers, but later changed his answer to four. Blackburn also said he was trying to drive home.
Blackburn refused to cooperate with a sobriety test and said his attorney advised him not to perform tests for officers.
Blackburn was arrested and transported to the Garland County Detention Center.
Blackburn is charged with driving while intoxicated, careless and prohibited driving, refusal to submit to a chemical test, and defective tires.
